Oracle's Primavera provides a wonderful dashboard for multiple projects / portfolios. The detailed rollup and management of information gives managers insight into cost, schedule risk and helps them to focus time. The learning curve is worth the investment!

For IT projects, an internal custom web site built using Flash and HTML is good. If you have a small amount of data, Excel is good. For construction, small IT departments, hospital administration, and employee task oversight, you are better off with off the shelf project management software.
