I went in the winter at night and it wasn't crowded at all. It's always a tourist attraction, but Paris is more crowded in the Spring. In August, most the shops in Paris shut down so you'll probably get more people at the tower instead.

According to locals the best time to visit in the year would have to be in the winter or spring time or when kids are in school. The best times during the day would be either during the day or at night time. I do believe the Eiffel Tower no matter what time your go will always be crowded!

The best time to visit the Eiffel Tower (and Paris) is in October and April. The weather is nice and Europeans typically take vacation in the summer. No crowds! You will find all the prices (including airfare and hotels) are cheaper too!

During the coldest months of winter around January or February. Especially when it is snowing. The top of the tower is outdoors and there will be fewer people.

The best time, or the least crowded time to visit Eiffel Tower, I guess, is September. Firstly I think you definitely want to avoid summer and winter vacation for students. Secondly, choosing a nice season and weather do also matter. In September, it's not too hot or cold. So visiting Eiffel Tower at this time or around this time's best.
