What is the difference between terrorism and revolution?

Terrorism is done against the consent of the majority and done to terrorize the majority into submission. Revolution is done with the consent of the majority to overthrow a ruling minority.

In my eyes, the difference between terrorism and revolution lies with who is doing it. Terrorism tends to come from outside sources, like people from different countries. Revolutions tend to happen when people from within the country/system rise up against their own government. The point of terrorism is to spread fear, the point of revolution is to bring change.

Terrorism is used to get attention through the media. It may be used as a tool of revolution, but too often it doesn't seem to be used as part of a larger plan.
