The best way to stabilize a pier foundation would simply be to purchase a stabilizing system. There are many "do it yourself" systems available. Also, you may want to contact a local concrete company and inquire as to if they have a specific concrete mix that could be used to assist with your project.

Many steps for a job this size. Concrete blocks, or poured concrete is the best bet. Check out or buy a book if you really want to do this yourself.

There could be either a leak in the well pipe, or a problem with the pressure tank. The pressurized bladder in the tank could be failing, or there is sediment inside the tank.
