Traditionally, one would use a hoe. There are quite a few gimmick tools on the market which are only good for tearing up compacted soil, check the garden section at your home improvement store. A power tiller like that Mantis they're always advertising on TV would do the job also.

For a large garden, use a garden tiller. For small gardens, use a garden hoe or spade. Very small garden tillers are available for use in small gardens.

Rototillers will break up compacted soil to a depth of six to eight inches. A small tractor with a plow will break up the soil to 12 inches.

I just use a shovel and maybe a cultivating rake because I don't have a powered cultivator or hoe. Works fine for me, but it requires a lot of physical labor and it's a great workout.

Both manual and powered tools are available for breaking up compacted soil. Various shovel and spade like tools are useful, but hard physical work is usually necessary. A powered roto-tiller is very efficient and the powered aspect takes the work down to a lower level.
