Usually what makes plug wires hard to remove is the corrosion that acummulates over time, simply grab the plug wire and twist and pull on it- that should break it free.

Most likely improper maintenance, the terminal connections have rusted to the sparkplugs. Try spraying penetrating oil inside the ignition boots and letting it sit for a couple of hours.

Well park plugs and there wires are in the heads so the will heat up and cool down as it does this it causes shrinkage. Another reason is since there is a electrical current going through them and as they get old this will cause corrosion so it makes it more difficult to unplug them.

Plug wires get stuck because of the hot and cold cycles and from oil contamination that, over the years will "glue" the boots to the ceramic plug.

Turn the rubber boots a few times. Grab them real tight and pull it off the spark plug. Sometimes there tough to pull off, but they will come off.

The boots are designed to be water tight. Try twisting them as you turn to break the seal. Apply some dielectric grease inside the end when putting them back on.

Over time the rubber boot can harder and seal to the plugs. When re-installing them put a dab of dielectric grease in the boots.

Most modern engine compartments are designed so it's hard to reach anything, so you'll pay someone to do the work. If that's not the problem, then the most likely answer is that there's some corrosion holding the wires to the plugs. If that's the case, you'll want new wires, not just plugs.

There is some special spark plug lube that you can get at any local auto part store. Makes it so much easier to remove.
