Just leave it be. It most likely formed from a little irritation from sucking. It will resolve on its own.

Don't worry! Blisters often develop on an infant's upper lip due to vigorous sucking. These blisters are harmless and will heal without any intervention. The blisters will also appear less often as the baby gets older.

I wouldn't do anything. Blisters develop when there's damage to the skin underneath, they give the skin a chance to regrow. It should fade on it's own. If blisters start to appear in other areas, and fever develops, your child may have chickenpox and should be seen by a doctor.
