The Great Compromise established two houses of Congress in the Constitution: the Senate where all states would be represented equally and the House where representation would be based on population.

The Great Compromise was a key to getting approval for our constitution. It created a two house Congress with the House of Representatives having representation based on population (satisfying the large states) and the Senate having two representatives per state (pleasing the small states).
