What were the problems with the Articles of Confederation?

The main problems were that the central government was too weak and ineffective and that the Articles were too difficult to amend. Amending the Articles required the consent of all thirteen colonies, and the central government was unable to provide even basic functions like defense and monetary control.

The Constitutional Convention was originally called together in 1787 to revise the Articles of Confederation after Shay's Rebellion made the weaknesses of the Articles far too obvious. The main weaknesses were the inability of Congress to levy taxes, the lack of a national executive and the lack of a court system to resolve disputes between the states.
