Try to put down a coating of sizing you use for wallpapaer to stick to painted walls, or try some strong glue, but it might be hard to remove later.

You can use wallpaper paste or a light paper glue sometimes works, if you find the wallpaper paste dries out and the border starts to come off.

Decorative paper borders have a glue backing and will stick if you follow manufacturer instructions for applying them. Make sure the wallpaper base is clean and in good condition.

Get a wallpaper glue from your local hardware store. Places like Lowe's and Home Depot also carry them. Brush it on the wallpaper and stick it to the wall.
