When does it stop being partly cloudy and start being partly sunny?

When the amount of sunshine exceeds the amount of clouds, even by a small percentage, it is considered to be party sunny. When the clouds exceed the sunshine, it is partly cloudy.

To a certain degree, the answer to that question depends on whether you're a glass is half-full or half-empty kind of person, but in general I would say that when there's more clouds visible than blue sky, that's when it starts being partly sunny.
