It is from "An Essay on Criticism" by the British poet Alexander Pope. The quote ends with the words "to forgive divine."

Its an English Proverb. "To err is human, to forgive is divine." Divine means "pertaining to God". All humans will make errors because nobody is perfect. Its difficult to truely forgive someone after they have wronged you, so to forgive someone puts you on a path to Gods enlightenment.
