Pimples are swollen hair follicles. Your entire body is covered with millions of hair follicles, and so it would be especially likely to get a pimple near the head. When oil and dirt fill the follicle, it gets swollen, and forms a pimple.

Areas of the body that come in contact with excessive body oils are often much more prone to developing acne. Such areas include the hair line, face, and upper body.

Your hair products may be causing skin irritation. That area is just a more oily area of your body, just use a daily astringent on that area, like witch hazel.
