Kids at that age are learning sounds and words. Shouting or calling out is a way of experimenting with his/her voice, provided that it is random. A child shouldn't be allowed to shout at others or shout because of others.

Your 15th month old cry out with harsh noise for want of basic needs that is food and accamodation. 15th month old beware of environment effects too. The reason for yell may be need of embracement of his/her parents. The reason for yell may be a thunder sound come from heaven or an unwanted noise disturbed.

I have observed children around that age exhibiting this behavior when they discover their voices echo in large, open buildings such as malls; it is a learning experience.

Children, especially young children, love to hear themselves yell. They've discovered their vocal chords and want to be annoying. It's something all kids do.

Everything a child does is for a reason. It's just that our grownup minds may not be able to fathom that reason. Observe carefully when your child yells and see if you can figure out what is setting that behavior off. Also pay attention to your child's mood when the yelling happens. This way you can figure out what's happening.

It is possible the yelling is caused by some hearing impairment. It may seem loud like yelling to someone that is of "normal" hearing, but if the 15 month old has some hearing loss it may not see as loud to them. A hearing test should be done to see if everything is okay with the toddlers ears.

It's most likely learned behavior. If he is hearing you and his father yell or someone who he spends quite a bit of time with he will start to pick this up and will yell all the time.
