In an urban environment you don't really nead mudflaps. Also if you live in an area that does not get a good deal of rain, they are not typically necessary. If you do live in a rural area where it rains, it's best to go to the local Toyota dealership and have them replaced.

Well if you don't need then then don't worry about about them. If you want some you could try contacting you local Toyota dealer. They may be able to find you some. Otherwise you can look either online or at local junkyards to see if they have any in stock.

Either dont worry about it because you dont need them or go to a junkyard and get them and the mounting hardware for probably under 15 dollars

You can simply go to any store that sells car parts and buy mud flaps, they are also simple to put on the car.

You really need the mudflaps. I would suggest searching on the internet or calling a local mechanic or car shop to see if they have any mud flaps that would work with the celica. If you cant find them anywhere then you could just be more careful when driving your celica.
