You should take it to the vet as soon as possible. It could be having an allergic reaction to something like a bee sting or eating a plant. If you can't physically take it to the vet, call one of the 24 hour vet clinics and ask them for advice.

The safest thing to do if you suspect any illness is to take your puppy to a vet. You can never get a fully accurate diagnosis and treatment plan without an in-person consultation.

First, check for a tick on the throat, they cause swelling. Then, look for an obstruction in the throat. Take it to a vet if you're uncertain of the cause.

Your puppy needs to see a vet. A swollen throat can be a tumor or some kind of a birth defect. If your dog can't eat very well he definately needs medical care.

A swollen throat is usually a sign of infection. Infections cannot be treated by over the counter medications, so a visit to your veterinarian is in order.
