The Grand Pubah was the leader of the Loyal Order of the Water-buffaloes, which was a social club that Fred and Barney are members of. The club is akin to the Raccoon Lodge featured in the Honeymooners. Fred and Barney are modeled after Ralph Kramden and Ed Norton on the Honeymooners.

The grand pubba on the Flintstones was shown has several different people. Some with black hair or colored hair. The character of the grand pubba is just the leader of the social club, the water Buffaloes, that Fred and Barney were members of. Similar to that the moose lodge or elk club.

His name was Sam Slagheap, and he was the head of Fred's and Barney's club called the Loyal Order of Water Buffaloes. He was voiced by Doug Young, who has a very long history as a voice over actor. He also voiced shows like "Huckeberry Hound" and "The Yogi Bear Show".
