Why is it that my 1997 Caravan does not lock?

If it has automatic locks then the lock solenoid may have gone bad which they can after some time. The other thing is that you fuse may be blown for your door lock.

May be its door lock is jammed or rusted,,why dont you try greasing it.. The door lock may be broken or some pin inside must be jammed,the lock could be loose it needs to be opened to see whats the problem. Or may be your car is without a door.. Try fixing a door

If only one door does not lock then that specific lock is broken or jammed but if all the doors are doing that then it will be a busted electrical system.

It seems that your Caravan vehicle has a shortage in the electrical wiring for your locking system. I would have this checked out by your local auto mechanic to get it fixed.

It depend on how you are trying to lock it. If the door switch wont lock it the the switch itself is bad or you have a bad relay somewhere. If the remote lock won't work then it may be a programming issue.

you need to have a mechanic hook a scanner up to your caravan. sometimes the onboard computer will malfunction and cause a problem. the scanner may be able to reset the system.
